ELDORET, Kenya Aug 19 – In the backdrop of the ongoing Devolution Conference, a significant discourse unfolded on the pivotal role of repositioning Primary Health Care (PHC) as a driving force for achieving Universal Health Coverage (UHC) and fostering economic growth.
The conference, organized by the Office of the Deputy President and the Council of Governors, in collaboration with other stakeholders, sheds light on the vital journey undertaken to revolutionize healthcare services across counties.

The theme “10 years of Devolution: The Present and the Future” resonated strongly, underlining a decade of progress and transformation in community-oriented healthcare. A particularly noteworthy session under the sub-theme “Celebrating a decade of county-led service delivery” delved into two crucial aspects: reinvigorating Primary Health Care and digitizing healthcare accessibility.
During the breakaway session on PHC, panelists illuminated KEMSA’s resolute commitment to enhancing the health supply chain – an essential precursor to quality primary health care services. The question of how KEMSA has fortified Primary Health Care unfolded a comprehensive strategy encompassing multiple facets.
KEMSA’s Chair, Irungu Nyakera, who was among the panelists emphasized that an effective health system is the bedrock of robust healthcare services. He underscored the significance of Health Products and Technologies (HPTs) availability, beginning with meticulous procurement practices.
Notably, KEMSA has significantly improved its procurement efficiency, reaching an impressive Order Fill Rate of 60% in timely and accurate supplies from the previous 40% three months ago. Quality control takes center stage as well, with stringent supplier criteria and a drive to lower costs by undertaking value-for-money procurements, thus directly benefiting the end-user.
Distribution, an intricate challenge in a diverse country, receives special attention. Over 9,000 facilities demand a streamlined distribution network, and KEMSA is pioneering solutions through operationalisation of Regional Distribution Centres (RDCs). These RDCs are strategically placed to optimize supplies based on local disease burdens, thereby reducing response times and stockouts.
For instance Kisumu will handle 19 counties and Mombasa 6 counties therefore releasing pressure from Embakasi in Nairobi and improving the Order Turn Around Time.
Crucially, KEMSA’s digitization endeavors were highlighted. The move towards end-to-end visibility across processes, especially for HPTs, promises transparency and efficiency. The digital approach also resonates with the larger theme of embracing technology to bridge healthcare gaps.
The collaborative spirit among stakeholders was evident in the quest to recapitalize KEMSA. The engagement underscores a commitment to strengthening this vital institution, ensuring a sustainable supply chain and improved healthcare services.
Governor Muthomi Njuki of Tharaka Nithi County aptly summarized the past decade of devolution’s impact on healthcare. The increased awareness of communities regarding their right to healthcare has catalyzed accountability at all levels. Additionally, the concentration of healthcare services within counties has reduced referral costs and improved accessibility.
While noting progress in counties focus on availability of Health Products and Technologies, Njuki underscored the need to make prompt payment to KEMSA to enable it restock the required HPT’S.
The session concluded with a reflection on challenges and accomplishments. Financing remains a central hurdle, but the consensus by counties to pay off KEMSA debts, marks a significant step towards stability. The impressive enhancement of health indicators, particularly in maternal health, was also attributed to initiatives like the “Linda Mama” program.
In essence, the Devolution Conference’s health breakaway session illuminated KEMSA’s strategic reformative role in uplifting Primary Health Care, a cornerstone for achieving Universal Health Coverage. As KEMSA forges ahead, their endeavors align seamlessly with the overarching goal of ensuring quality healthcare accessibility for all, fostering not only health but also economic growth at the county level.
