Machakos Governor Wavinya Ndeti has released a statement clarifying the county’s position on the outstanding debt comedian Sammie Kioko (Sammy Kioko) claims the county owes him.

On Tuesday, Kioko, accompanied by his colleagues and friends, including fellow comedian Tom Daktari, staged a protest outside the Machakos county offices demanding pay for services rendered, which he says are worth KSh. 19 Million.

“Our records indicate that Mr Sammy Kioko is not a registered supplier of the County Government of Machakos. The entity that supplied Inspectorate uniforms is Movata Designs,” Governor Wavinya Ndeti said. “For any individual to lawfully act on behalf of the company, proper legal authorisation must be presented, including a valid Power of Attorney, formal appointment by the company, or representation through a qualified advocate.”

While Governor Ndeti did acknowledge that procurement was done with Movata Designs, she said that payment was not made due to “partial delivery.”

“We acknowledge that supplies were made by Movata Designs; however, partial delivery occurred towards the close of the financial year 2023/2024, and therefore, inspection and acceptance of the partial delivery could not be conducted. Movata Designs’ payment was therefore classified as a pending bill, in line with Public Finance Management procedures,” she continued.

The Governor went on to reiterate that the County Government was dedicated to clearing all pending bills as long as they were documented, valid and verified by the verification committee.

Kioko has been at the Nairobi West hospital since his altercation with county askaris on Tuesday, an incident the Governor said had elicited grave concern.

“First and foremost, I express concern over the unfortunate incident that occurred in Machakos Town on 31st March, 2026,” Governor Wavinya said. “As a County Government, we do not condone violence in any form, and we urge all parties to exercise restraint and allow lawful and orderly processes to prevail.”

Sammie Kioko has not commented since his hospitalisation on Tuesday evening.
